Actives are needed, agreed, but passives are our bread and butter.
You can get hit in the head for 200 points, and bam, your down to using an active power 1-5 times (depending on the active and how much mind you have) before your gulping food and or drugs. Passives are allways in effect, you never run out of HAM to use them, and you can never fail at using them. Passives also allow SL's to take Professions that use Mind and still be useful in that Profession and SL, like Rifleman.
I think even if we got a floating level of mitigation that gave +1 to either Melee or Ranged, whichever was lower, would be cool. Not everyone ir running around as a TKA/MRM with 3 levels of mitigation each. And if they have 3/3, they don't get it, unless the DEVs allow a 4th level of mitigation.
Heck, even if we got something like this just for the SL himself would be cool. Can't be in a group 24/7. And since it is impossible for a SL (Master) to master a Melee and a Ranged Profession to get Mitigation levels of 3/3, this could help us personally.
