One reason why I only use rally once when evreything starts. By the time it wears off, is the time someone usually dies, and when rally wears off they can rezz again. About the actual bonus', I dont know about your server but on Naritus a lot of people are "stackers". Rally may not give evreything its supposed to, but it still gives a good deal, at least in PvP. I dont use it in PvE.

I believe studies have also shown that rally increases your evasive skills. Mabye its changed, but thats the last I heard. Whatever the bonus is if the devs think its insugnificant fine, but I dont, and its helped out battles many a time.

Actually the FAQ and the book say it gives bonus to attack and to defense.

It's the actual ingame-icon that states it's a to hit modifier.
