but pepole these days can't wait.
No they want to ninja loot as quickly as possible to get the best loot.
When they put loot notification back in things will improve. Personally i grow ever more supportive of the squad leader having the sole authority as designated looter so that they can then equitably divide loot for a squad. Of course this doesnt seem to be a problem when you use the same group of people over and over

It's the same as any other status effect like stun or blind.
To the person that said it has nothing to do with loot. As long as your rallied you can't harvest nor can you loot. When your hunting with mixed groups i know some of the non guild members have been ninja looting i have an approximate average on loot drops now from rancors and when i or none of my team mates pull any loot then i know someone else in the group has done it. I find that the people that want to just harvest typically dont have a problem with waiting the few extra seconds needed for rally to drop. Its the looters that get upset about rally because they lose their ability to quickly loot beating everyone else to it. So yes the rally whiners are possibly more concerned about the fact they can't loot while everyone else is still fighting.
It is silly as someone said that you can't do certain task during rally but it is meant as a last ditch effort to defend the group. Everyone available to fight should fight in order for the group to survive.

As long as i am a squad leader (and thats prety long) and as long as i use rally
i can stillloot ... only not harvest 
Your point is still valid though... besides, Rally last what, 30-60 seconds?
Tell those little thieving bas-tards toget bent...
besides, never trust some who says plz.
