Now here is my response copied from another thread:
I don't see it that way. I was hoping the devs would break their silence policy but they didn't. I can live with that because they actually did tell us two useful things:
A) They recognize that "The bonuses are not significant"
B) They intend to change rally in the SL revamp.
Now that we know that...how do we want rally changed? Add state defense modifiers? What kind of bonus would be significant? Should we get modifiers to rally in our skill lines?
On the one hand we didn't get the exact answer we wanted. On the other, we got more answer than we bargained for because we got a tiny preview of what they are thinking for the revamp.

Certs for Mandalorian armor will be: Bounty Hunter, Commando, Ranger and Squad Leader
Again, this says more than it says: A) We are getting Mandalorian armor certed to us. B) Armor is going to be certed. Interesting when you begin to read between the lines a little bit...

And as far as numbers go, what about the +10 Leadership that humans get that are supposed to boost SL abilities/commands??
Oh and as far as getting that Mandalorian armor, you're going to have a heck of a time completing the quest for it, i.e. the Death Watch Bunker. Expect it to be a VERY RARE item (more rare than Krayt pearls for Jedi, and more expensive).
P.S. I forgot to mention that docs and combat medics SHOULD be able to heal/rez when under the effects of /rally; I can live with the fact that you can't harvest/loot till it wears off, but healing? uh uh. Truth to tell, when you're rallied aren't you pumped up/full of adrenaline, so once the enemy is defeated and you are still under the effect, wouldn't you be harvesting/looting with more fervor and zest to grab anything to help repair items or just loot to pay to replace armor and weapons?

i dont think it grants defense bonuses at all.
When you have rally up, the icon description only states that rally is granting to-hit modifiers. The description in ctrl-s states that it SHOULD give defense mods but it is quite literally IMPOSSIBLE to tell a difference, and the to-hit mods are negligable. i think at one point i worked it out to a +5 or somehting bonus. As for defense you cant tell at all...and liek i said, when you hold the cursor over the icon it doesnt even mention defenses.
its good to hear they are going to revamp it.
one thing to make sure of is that after the revamp we can actually use it....currently if rally is used it causes a whole mess of problems which makes it a black black skill to use.
just release the Design Document the players will spend hours
figuring out the bugs. Right now we can tell, bugs from bad
design.

Which basically translates to : We really dont know how it works either. This part was coded by people who are no longer with the company. But we will figure it all out when we do your re-vamp.
