i just finished underworld and when i first went to a recruiter i was able to buy faction. but now it seems i cant, i went up rank twice. all they say now is "you've done enough to help us" or something like that...is there a time limit thing on this, you can only buy faction once in an hour or something?

No, you can only buy up to 500 faction. Once you have 500 faction, you can't buy anymore...
