I did this on TC2.
I quit the rebel faction and wanted to join the imp faction. I waited an hour to become neutral then went to an imp recuiter. I'm a master smuggler and was hoping to buy my imp faction to 200 point and then join. That dirty imp would not let me buy FP. He said I was a known rebel.
Is it because I have -5000 imp Faction? How high do I have to get it before I can buy? Or, can I only buy If I'm in the faction.

You can only buy faction if you're a member of that faction. If you're neutral or opposing faction, you're outta luck.
If you want to get out of the hole quickly, find another master smuggler and buy it off them. Good luck!
