Does the 10 sec delay cancel if you attack the target? If not great....if so how is it useful in pvp if your next auto attack cancels the effect?

It does cancel it, and that's why no one uses it

It is very useful in PvP if you are fighting a group or a person with a pet/droid. If using a pistol in PvP, I often play a defensive role. I'll just try to get as many red dots as possible into my cone of fire and panic them all. Use single target attacks to pick on a person fighting your buddy then do the same thing all over again.

If fighting someone with a pet or droid, target the pet while keeping the PC in the cone of fire and use panic shot. While the player is delayed, finish off the pet. Then tab over and start on the player. That will also work if you wish to keep a player from running by targeting the vehicle, using panic shot, destrory the vehicle, then start on the player.

I'm not a fan of destroying people's vehicles though. I think often it is bad form. But I have no problem doing it to someone that's just out hunting TEFs.
