You have to be careful with the player bounties. Not everyone wants to be part of PvP in this game. And adding a PvP component by force to a low level player is not a very good idea. Low level Smugglers are the ones slicing terminals, so they would automatically become targets of gankers.
You mentioned an option box for allowing yourself to be a player a bounty can be placed on. That is a good idea as long as it works. Right now Smuggler by itself is not a viable combat class, and any pure Smuggler would last maybe 30 seconds against a BH.
Once the combat revamp comes in and everyone sees how balanced/unbalanced things are, then would be the time for players to start wanting to be hunted or not. Cos right now a Smuggler cannot stand up in PvP unless he's a defense stacking triple master.
Good idea in theory, difficult to implement the way things stand now.

As a smuggler I dont agree with being added to the terminals for slice and spice. We are waiting on a re-vamp and are insisting on have smuggler missions of some kind (check our forums for those ideas). For NPC smuggling if we stealour cargo or failthe mission we would at that point be added to the terminals, this in fact falls more in the line of why and how we could be added (i.e. any crime lord would never stand for theft or failure). We also need a full re-vamp in order to at the least be able to evade you guys. Do many of us want to be on your terminals, I would say yes but many do not want to be be added for slice and spice.
As for rebel and Imps it makes sense that the other faction would in fact want them killed off but only if they were in fact a very "visible" member of the faction they fought for. Heavy NPC death (i.e. heavy, heavy farming) and heavy PVP kills should slowly add visiblity to a player and at some point wind them up on the terminals.
As for NPC factionbountys... well im not a fan, reason being not everyone wants to be added to the terminals and many players both combat and non-combat have negative faction points.
I love the concept of a fuller bounty systemI just hope the dev's put some thought into it.
