To answer some of your questions:
1. If factioned, can you buy opposite faction?
This I don't know, but I would suspect you can. However, the transfer might be a little tricky and given the risk, you might be charged more.
2. I have seen prices of 130-150credits/pt. This covers risk costs pretty well and gives some profit. Granted if you're working for the Empire and you are an 'inferior' race, it will cost you more.
3. You give faction to another with the /del command. There is a great section for understanding this in the FAQ at the top of the forum.
4. Yes, when you delegate faction, it is at a cost to you. So ensure that your fee will cover the cost of the lost faction as well.
I will address question 1 only. No you can not do this. You can not even speak to a recruiter of the opposite faction.

That's going to depend on the faction ranking of the person doing the delegating. The higher the rank, the less you lose.
I'm uncertain on the exact ratio, though. I need to get around to looking it up again.
