They're not...yet. They are on test center now. Yes, you can get multiple passengers into them, they will also be updating the current X31, X34, AV-21, BARC (when it becomes available), Flash to do so as well. The V-35 will be able to carry up to 6 people. All others will only be able to carry 2. Speedwise the 3 new vehicles are the same as the X34, but have different acceleration speeds. They are all 'automatically granted' for master artisans when the patch goes live. As for pricing, probably not much different than your averages for the current speeders, but I'm sure there will be those trying to cash in on the new speeders.

The V-35 actually carries 7 people (6 passangers and the driver). I'm told the speed on them is currently bugged on TC and that there is supposed to be some speed variation in them, but that may just be rumor and speculation.
As far as prices go: I would expect them to be very expensive (maybe 2to3 times thecost of a swoop)on the first day and then drop off very suddenly within 48 hours. In the long run I will probably be pricing these slightly higher than swoops just because the resource requirements for them are a little bit heavier.
Don't look for any of these to be the new swoop, however. If my information about their speed is correct none of them is intended to be as fast as a swoop bike.
Summary: yes, they're giving us 3 pretty cool new vehicles, but I don't expect to see any of them other than the V-35 after the first week. Even then the process to bring someone along for a ride sounds like it may be rather tedious for a full load in the V-35, so people will probably just end up using their swoops most of the time.

It's going to be the same thing as multiplayer ships really (everyone constantly complains they can't get a full crew for one)- instead of being so hard to get/expensive/rare/whatever that a group of people would own one, everyone's going to end up having one so it won't be of much real use except for RP situations and variety.
