Thats funny, I swear there were posts from the devs that claimed exactly the opposite, due to balance issues. It may make more sense in a "real world" fashion, sure, but it also could turn things extremely one sided. If its going to costup to 3x the faction for thelosers of a planet to buy a base, its hardly going to boost the morale.
Take Chimaera, for example, last I looked, Rebels are winning on every planet, apart from Lok. I'm a reb, I'm on the winning side... But I really dont like the Idea than if the rebels manage to take lok, the imps will have no incentive to place bases, whilst the rebs will have more incentive to place more and more, causing a landslide victory that the empiremight not be able to claw back from. I'd prefer at least a little tug of war, if you get my drift.

Sure... now that they finally fixed the PvE bases in pub 14.

Previously, if you were loosing, the bases were cheaper, letting you more easy way to take control back
And winners had higher price, limiting expansion
Now loosing will mean increase costs
And winning will decease costs
The more you win, the easier it is to win
The more you loose, the harder it is to take control again....
