I'm sure this has already been stated, but why would we need the experimentation piece if there is no breakage now? Wouldn't all clients want 100 % now?

it wasn't just a factor in breakage.
its also acts as a cap on how much "customization" can be made to an item
in the new system you can mix and match slices up to that 100% custoization. check Wes's stickied post for details on what mods use up how much of that cap.
