Faction, for me anyway, is so fricking confusing. Check the FAQ by all means, but here is what I've learned since last Aug.
You can buy faction from either Reb or Imperial (evidently SOE defines 'various factions' as 2). If you are factionally aligned however the opposing recruiter won't speak to you once you get past a certain level of neg faction. I'm not entirely sure what this is. So you are left with buying from your faction's recruiter.
Once you get postive 500 faction or more in your faction, you can't buy anymore & have to delegate it off.
Ex: If you have 400 Imperial faction & -5k Rebel faction, the Rebel rectuiters won't talk to you so buying faction from them is out. You go to your recruiter & grease his palms with 10k credits & he gives you 100 faction. You are now at 500 Imperial faction and he won't sell you any more until you delegate some to some one.
For me it wasn't worth buying selling faction until I got to Col. with its low transfer rates.
