THis is just an idea for smuggler but let me know what you think:

Jabba loans- Only smugglers can get a loan from jabba. The amount can go up to a million. The catch is he charges interest and must be paid back in a set time (say 3-4 days) . If the smuggler pays it back in time, all is well, but if not he goes on the BH terminals.

Then one of two things can happen. (1) you kill the bh and your debt is wiped or (2) the bh kills you and you stay on the terminals till you pay off you debt to jabba. (which of course would remove your name from the terminals.)

the reason i think this would be good is it would add content and only smugglers who wanted to risk it would end up on the terminals.
