I charge based on the full price of the faction perk. Paying6 million for a detachment HQ is a lot easier than grinding through 60,000 faction points worth of stormtrooper missions. Bases were meant to be purchased by multiple people, anyways.
The reason I charge this much is because it takes at least one hour to delegate the faction for a detachment HQ. Since the delegation process takes two people, that means it takes a minimum of two man-hours to do the delegation. Seeing as a crafter can make 100-200 million credits in a week, I think making 2.1 million credits (split between two people) is fair.
Most of the time I only sell 1 or 2 detachment HQ's per month anyways, and it's not because of the price. It's because base-oriented PvP is dead on Intrepid (due to all the bugs and exploits).
I don't think 4.5 million for a detachment HQ is worth it, unless I bought it off someone else for a bargain rate (like 3 million).

if you are selling faction perks do you sell at regular price, or at a price with your 25% off for master smuggler.
ie: 6million for a rebel detachment hq, or 4.5million.

I sell at the 25% reduced rate. You still make a good profit and the customer is happy cause they get it cheaper.

I also sell for 100 credits per based on the stated faction value. 2mil per FO, 6mil per DHQ. You occasionally get folks that ask for discounts, but I have yet to give a discount.
Seriously, when you can easily make 1mil an hour grinding thru Janta missions, you shouldn't be asking for a 200k discount on something that takes 2 man hours to make.
