Ok, assuming that I know all of your acronyms is a problem.
Aside from that, I am not talking about stealing, which is a far different issue in my opinion.
City Ban is used on players specifically for role playing reasons, especially bounty hunters. Yes, there are people that have been banned from cities for more personal reasons, but I think the smuggler profession would be well served by such and ability AND it does not prevent a city from banning that person again the next time they are caught in town.

City Ban slicing would be a big no no. It would lead to more problems than it would benefits from griefing. Look at /citywarn and it has yet to be put back in because there is no way to prevent griefing. I don't want a scammer doing business in my city to benefit him/her/it in the least let alone give them a reason to come into the city to harass other citizens. That would be both IC and OOC.

Ok, you could have saved me all of the other acronyms and just left the two above because that is all that the first poster used.
Anyway, a moving "vulnerability" to slicing the city terminal that was random on a daily basis would prevent some of the greifing that you mention.
Even better, City Militia people could know the time that the city is "vulnerable." The militia could alsoban a smuggler if they caught them slicing the term, thereby limiting their ability to slice the city terminal. Conversely, the militia people could be giving out the information on when the city term is vulnerable, for the right price of course. We, as smugglers, are supposed to operate outside of the law are we not?
As for the IC and OOC issues; I do not think it prudent to design systems (gaming, legal, etc..) to deal with the extreme minority of potential problems. You allow the CSRs latitude to deal with unique issues, and let the rest of the gamers play within the rules like the always do.
I am not talking about allowing players the right to zoning in town, but certainly use of the shuttle is fair game. Besides, city ban doesn't prevent players from coming into your city, it just makes it so they can not use city resouces like mission terminals, banks, trainers and the shuttle. These same players that you don't want showing up in your town can ride in when ever they want.
