how does a smuggler buy a factional base?

One smuggler has a tough time of doing it. It takes two to tango with faction bases. One smuggler with Underworld 4 and the rank of colonel to buy faction and transfer. The other a master smuggler of the same faction with enough rank to hold the faction needed to purchase the base.
