I know this has been reported before but the 15-35% is obviously wrong.

I in one night of slicing hit 42% and 11% using the same good tools.

different slice types have different ranges.

for example, encumbrance tops out at 45%, so the 42% is possible on an encumbrance slice.

I think there is some type of slice that can be as poor as 10% (not really up on that).

tool quality does not matter

Can you please show me more proof of this? In my trials, I have seen more 30% slices with better tools, where the lower quality tools gave me mid to high 20% slices. I have yet to agree with the idea that quality doesn't matter.

I have a whole stockpile of tools that I made with the crappiest aluminum available and did not experiment on. I regularly get encumbrance slices of 42-45%, or damage slices of 30-35% more often than I get slices on the low end, but medium-range slices appear to be the most common of all regardless of tool use.

The Devs themselves have stated so. Also, there is a thread that WayneInAustin has an experiment of 6 months worth of slicing with good tools and bad. The test results showed that the quality didn't matter.

NikkiDial has it correct. The Master box improves slicing, but the tool quality and other things do not.
