I'm a msmg/mpistol and I just bought a set of recon armor. i do not pvp that much. Is there a consensus on what particular slices seem to work best for regular pve? I have done the slices, but I have no idea how effective they are. most customers only want the armor break b/c it's what everyone else has. But, has anyone actually done any kind of testing on what would be good for the casual pve-er?

Anything that reduces decay. I would go for Impact Deflection and Enhanced Resilence to level 2. Cheap enough to make it worth before you have to replace parts of it.

It depends on the armor, really.
I have a suit of 8100 Energy ubese that I put a full hardening slice onto. I know that this means it will decay a lot faster, but the whole point of my armor is to protect me from damage, right? When it's finally beyond repair, I'll go out and get another suit.
Now my Bounty Hunter armor, with the nice skill mods and health bonuses? Full Deflection slice, with a level of resilience. I want that armor to last a long time, because it's not like I can just go out and get another suit for a million or two.
My rule of thumb is this - if the armor can be replaced at a reasonable cost, Harden it and you'll live longer. If it's costly and requires esoteric materials (like BH or RIS) and/or if it's got skill/health enhancers, by all means invest in Deflection.

Here's pretty much your choices:
0113 slice (75% armor break effect reduction, 1% hardening-reduces damage taken by 50%, 20% impact deflection-reduces armor decay, 100% custom rating): Good PvP armor slice with the armor break reduction and reduced decay. Requires 1 Shock Absorbent Padding, 1 Reactive Micro Plating.
1300 slice (40% resilience slice-delays loss of effectiveness until the armor reaches below 40% condition, 60% impact deflection-reduces armor decay, 100% custom rating): Good slice for grind armors, as the armor will last longer and won't start losing effectiveness until 40% decay. Requires 1 finely crafted toolset, 1 powered motivator.
0310 slice (60% impact deflection-reduces armor decay, 1% hardening-chance for armor to reduce incoming damage by 50%, 90% custom rating): Another good grind armor slice, especially if you keep your armor under good repair. Armor decays slower, and adds a very slight chance for a reduction in damage that would have been taken had the armor not been slice for hardening. Requires 1 finely crafted toolset, 1 powered motivator.
0030 slice (3% hardening-chance for armor to reduce incoming damage by 50%, 100% custom rating): All around armor slice for those that use one set of armor for grinding and ranged PvP. Requires 1 Trandosan Infraframe, 1 Mandalorian Infraframe.
I use the 0113 slice on my stuff even though Ihardy ever PvP. Why? There are high end NPCs that WILL use armor break on you, and it hurts when they do. I'm not much of a grinder, so I don't worry about decay. If you did heavy grinding, the others might be of some use.Keep in mind also that even if you repair the armor and it goes to 1/1 condition, you can still wear it. For some reason it's bugged so 1/1 condition armor's won't break.
Edited to correct the last one... still a worthless slice if you ask me.

That last one's incorrect, Iawo. A level 3 hardening slice uses 100% customization, there's no room for any other slice with full Hardening.

Yeah, you're right.. thanks. I'll have to take that one out of my mini-FAQ. Nobody ever asked for that one anyway.

Full hardening actually works very nicely for PvE armor. When you take a big hit from a tough mob and you see that ">Armor Save<" appear above your head, then it's all worth it. I'd credit hardening with keeping me alive in situations in which I otherwise might have gone down.
