Is there a benefit to having Master Smuggler for slicing? Or can 0400 smugglers get the same quality of slices?

Yes, it gives a bonus, though it is undocumented. Check out the FAQs for more info.

Yes, there are an abundance of informative threads stuck at the top of the forum that answer a cornicopia of simple questions such as this.

And no it's not. Masters have a 5% wider range to slice. They top out at 35% and 45% unlike slicers who top out at 30 and 40%.

although it's just chance that you may get that extra range... like two entire crates of gaffis... not goin above 25 on ANYTHING...

Well yes. But it's really more that you have A chance at all to hit 35 or 45%.
