I have taken the mission and it wants me to go get the rifle(s) but when I go to the crate it just has examine. Is this thing on a spawn timer? A guy got it just before I arrived.

Which camp did you go to? There are two of them, one had two scout troopers pacing and the other has Blackscale Trandos in it. The one with Blackscales is the one you need, it's the POI Abandoned Camp or something like that.
