I live on a pretty much rebel controlled Galaxy in Starsider... In general, Where is the best play to declare for the imperial faction. I was in Theed and down I went. The Jedi choked me to death. Fortunately I had sold the faction already. Want to know where I would have a few minutes to do the transaction and at least go from special forces back down to just NPC visible. Thanks for the help.

(1) You don't need to be Special Forces to *BUY* faction. You only need to be SF to use the delegate command. Buy the FP ahead of time, don't go SF until your client shows and it looks safe, make the trasnastion and then immediately start the 5minute timer to go back to combatant.
(2) The best place to sell faction is in a high level PvE base (Tact Center). Lots of big NPC help inside and out, you can pick a random one and rotate so you're not always in the same place, and you have a recruiter right there to help you out.
And remember to tip your entertainer friends well for the inspiration buff!

Yeah, theed's kinda bad. Open area, begging to be byatch-slapped. As stated, get the faction ahead of time while combatant.
And any npc officer, medic, lieut, etc (not the tired, or sniper, or whatever) will converse with you. Back in my imp days, I had a reb friend grab a small base mission near town and did my business in the middle of rori.
Besides, you were already paid, and you did insure, correct? All the jedi did was speed up your return to slacking off from the war.

Yeah money in hand and insured. Shame that last ditch only hit him for 1850. I have seen much better.

I always sell my faction in Bestine...but your server might have a more Rebel-controlled area.
Since it's an Imp Stronghold, there's never NPC Rabbles there.

I use Bestine as well, but I go a step further... If you head straight out of the Starport, past the banks and up the hill, there's an Imperial base with a recruiter standing outside. Also has plenty of stormies on patrol.
One more thing: I always have at least a Dark Trooper faction pet grouped with me and set to guard if I don't know the customer. No guarentees anywhere, but you can always hope that the NPCs and pets will help wear them down.

Pop down your very own PVE detachment HQ and drop some turrets around it. You will have a recruterwondering about outside to declare when the time comes, and you can run inside to blast anyone with the turrets should they come to crash your party.

There's an Imp outpost on Lok. It's a bit of a drive, but almost nobody goes there. And I'd be willing to be that a good amount of people don't know about it(at least on my server).

I use the Imperial Base on Talus....I am usually in one of the towers and ask the client to send me a /tell as they are shuttling in. Once they shuttle in and all looks good I make the transaction. If thinks look bad, I have the swoop ready to go.

I usually prefer to use the Talus Outpostbut ocassionally I also usethe Dantooine Outpost. I just feel safer at the Talus outpost cause of the maze like defenses, plus the number of stormies on guard in the main compound to shoot up any reb who tries to use the starport.

Best delegate places
NPC Towns that have imperial bases (like kaadara)
Get inside big NPC hq, get declared : you will appear as a red dot in the middle of other red dots
PvE or PvP bases : if they also have turrets, it's perfect.
Get inside, declare yourself. Your customer doesn't have to enter and you can hide inside to get on leave again right after the delegation.
Imperial base on lok
Imperial prison on dathomir
random NPC spawn in the middle of nowhere

Basicly, any building that an enemy faction member can't enter without going through hell to get in, preferably one they can't enter at all.

Heck I usually just go to the recruiter in Theed. Not the one near the Starport, but the one by the palace. Sure I have seen an overt around there but its once in a blue moon. I do it because its easier for my customers and I really don't mind the risk. After all, there should be some risk in being a smuggler.
