How do you just "owe" them?

I thought they automaticly pulled it from your account.

Well, you see, stormtroopers are actually quite ticklish. So when you poke them, they wind up acting quite undignified. And the Emperor hates it when his troops start acting undignified, ergo actions which will tickle stormtroopers (ex: poking, tickling, etc.) will incur a fine.

/poking a Stormtrooper is FAR more dangerous than carrying an FWG5 that's been modified so that it can blow a hole through 3 Stormtroopers
