I am sure someone has come up with it before, but here is an idea I had.
When a player goes to travel from one planet to another, they have to declare there what they have in there inventory.
If they are carrying no illegal items. This is no problem, they declare what they have and go about there business.
If they are carrying illegal items. Then they can not travel. However what they can do is goto a Smuggler and he can forge travel documentation for them by Sliceing Travel Terminals/Starship Terminals. This will allow them to travel.
Also some items could be classed as taxable, for example resources, depending on how much of the resource you have you will be charged more, so if you have a lot of resources on you, you will be charge a lot of extra for the shiping costs of the resource. A smuggler again could slice the travel terminals/starship terminals so they do not have to pay this tax.
Also with the new GCW update coming out soon, there will be planetry control. It could be made so belonging to a faction would mean you do not have to pay the tax if your faction controls that planet.
It is not quite smuggleing, but it is closer and would give us more to do than we do now.
Good idea? Bad idea?

Not bad.
You can forge documents for "light contraband", but still need a realSmuggler for the high level stuff.
Lets say Joe Normal can bringone sliced DL44 through the customs without to much of problem, but can still fail. With forged documents he won't have to worry about failing or could bring another light contraband item with him.
So Joe Normal can "smuggle" lets say 20 points of contraband where a sliced DL44 could be 10 or 15 points. You can even give every weapon a "Contraband Rate", so a perfectly normalflamethrower or T-21could already have10 points,those aredangerous weapons after all.
Forged documents could increase the "Contraband Conceal Rate" by percent or points.
If you have more contraband than concealing you can't travel. Different planets could have different levels of contrabands, a sliced DL44 on Tatooine wouldn't be so much of problem, it is a backwater planet. While on Alderaan (ok destroyed but i need an example) any weapon was banned.
This gives Joe Normal enough "concealing" to carry his normal unsliced gear. Lets say a set of composit and a few weapons. Or 2-3 sliced items.
A Smuggler will have of course a much higher CCR and can still travel, even if he has more contraband than CCR, increasing it by fast talking, bribing, blackmailining or forged documents (or all of it).
Other specialmodifierers to the CCR could come from your faction. A Rebel has additional CCR on the ground, reflecting that the Aliance works with guerillia tactics.
A Bounty Hunter could also have more CCR, reflecting that the BH-Guild provides documents for more "special equipment". BHs are somewhere between law and criminality.
