I am gonna be a Imperial smuggler. Is it correct that smugglers get factions perks cheaper then none smugglers?

I just have a quick question for the community. Its all well and good that a Master Smuggler can buy faction points, so that if a Rebel got tired of being in the Alliance they could switch over to the Imperial side and become an Imp.
My question is this; Why cant a Master Smuggler buy the faction points for any Faction in the game??
Say for instance that a player has a negative balance of a certain NPC faction. Lok is a great example, you have -5000 Nym faction points. Now lets say that you have a mission that involves going to Lok, an other good example is being a Imp Pilot who has to go to Lok to find the covert agent in Nyms palace.
If you have a positive balance then no problems your just you waltz in and boom talk to the guy, no problems
If you have a negative balance then bad ju-ju, you now have to battle your way thru up to 30 of Nyms guards just to find the guy.
It would seem to me since there is a rating scale for NPC faction points that the points have some purpose other then just making some planets a really fun time trying to get to the cantina. Smugglers by their very nature can skirt the lines between any faction, why is it that they can not help other players by removing a negative balance or positive balance of a certain NPC faction.
Am I totally off base here or am I the first to actually see how cool it would be, to be able to talk to a master smuggler and have say 3000 Trade Federation faction points turned into 1500 Gugan faction points. It would make Smugglers just that much more sought after.

Spend about 2 years asking yourself that, why we can't smuggle, experiment on spice, pick the attribute we slice and have a Master box that's correct and you'll be about where the rest of the board is, Grasshopper...

After two years I think I have finally given up asking myself those questions. (Edited for spelling)

Two years!? I quit looking at these forums abouta month afterthe game came out=) Came back after a couple of months, and see the same threads asking the same questionsthat I remember from launch, definitely not a good sign =)
