I haven't tried to delegate faction as a covert, but I am pretty sure you can. I heard from a friend that you can, but not certain as i have not done it myself.
A smuggler can buy the PvP bases while covert! I have done this and it works.they also comewith the 2 pve bases as intended. Iwas pretty much forcedto do it covert because, everytime I would try to buyfaction or bases while overt in orderto test something, some idiot(s) would kill me while i was unbuffed, no weapon, in front of the Theed SP talking to a recruiter with a Smuggler tag on...... It's very hard to test a lot of the Smuggler stuff overt when idiots camp the recruiters and say it's 'testing' the GCW. *I'll stop ranting about the leet morons now*
The ranks are the same. I could only get up to Colonel. The strange thing is that as a HumanImperial Colonel I could only hold a max of 90k faction points, yet the 2 highest level PvP bases cost well over 90k faction points.
I was unable to test if I could get over 90k faction while overt because of the Rebel pvp recruiter camper 'testers' mentioned above. I will try again today when I get off work, but this could be a bug because I should be able to purchase faction perks the cheapest as a Human Colonel and since i couldn't get any promotions over Colonel it seems as though that is still the highest rank, so I don't know what is up with a 90k limit and having bases that cost more than 90k but I'm looking into it on the testing forums.
As far as the Zabrak issue goes I have never heard that it was something that was going to be done so I never even thought to test it. I doubt that will be lifted, at least it won't be the same as humans anyway.

The empire is prejudiced afterall... so don't count on the alien penalty going away.

I would recommend Copying the entire SWG directory on your hard drive to the Test Center forlder. That way yyou will only have to download the latest patch. just a tip.
