Alright, first of all, this bounty system would work based on a premise that the smuggling missions will result in some kind of a tangible financial debt to a "crimelord" NPC upon failure. Currently, from the In Concept post, it is very unclear if a debt like this would exist, but even if it doesn't (for the first 4 tiers), it could easily be implemented for the 5th "Deadbeat" tier.
Anyway... this is how it would work:
1) Getting a bounty on your head:
When the Smuggler reaches the 5th "Deadbeat" Point, he ends up on the crimelord NPC's bounty list. On this Deadbeat Point, he can't take missions from this specific NPC anymore to up his standing, but instead must pay cold, hard cash to the NPC. (I personally think the NPC shouldn't even want to talk to him anymore, so the debt would have to be paid through a Bounty Hunter to promote player-to-player RP interaction.)
2) Getting a hunter after you:
A Bounty Hunter with sufficient factional standing can browse the crimelord's bounty list for missions. The missions wouldn't share the same database/system as the Jedi bounty terminals for added immersion - each NPC would have a different list since different Smugglers would obviously be in different standings with various crimelords. The reward would be a percentage of the Smuggler's debt (obviously smaller to prevent any kind of money-making exploits).
3) The hunter's job isn't that easy:
Bounty Hunter's seeker droids either wouldn't work or would give an approximate location (Perhaps disable seekers and just allow Arakyds to inform the Bounty Hunter about the planet the Smuggler is on.)
4) The peaceful bounty encounter:
When/if the Bounty Hunter manages to find the Smuggler, he could ask the Smuggler for the money he owes to the NPC through a radial menu option or a /command. If the Smuggler decides to pay up, he goes up one Deadbeat point, clears the horrible NPC standing, allows the Smuggler to work for the NPC again, and the bounty encounter is over. The money is, of course, wired from the Smuggler directly to the NPC (with an immediate percentage payment to the Bounty Hunter).
5) The not-so-peaceful bounty encounter:
In case the Smuggler doesn't want to pay, a fight would ensue. There would be no /deathblows allowed during the Smuggler/BH TEF (using the same Jedi/BH TEF lockdown that is currently present) - if the Smuggler is incapacitated, an "extract money" option would pop up instead, ending the bounty encounter in the same manner as described above.
6) What happens if the hunter fails:
If the Smuggler wins the encounter, the Bounty Hunter would get a Deadbeat Point of his own - after a few points, he wouldn't be able to work for the NPC in question (Again, the NPC shouldn't talk to him anymore). He would thus end up on the NPC crimelord's "BH deadbeat list".
7) What happens if the hunter fails...a lot:
To get off the NPC crimelord's "BH deadbeat list", a Smuggler with that crimelord's positive faction would get the ability to browse the list, and bribe the NPC for a specific amount of money shown on it. In other words, the BH would have to find a friendly Smuggler, explain his situation, give him the money and ask him to "put in a good word" for him, further promoting Smuggler/BH RP interaction, with both professions essentially "helping" each other in the Underworld.
That's it - any thoughts?
