I always hear that chefs have killed the spice trade. I have a possible solution:
1) spices can be used as-is, but will cause 'downer' effect when they wear off. (same as now)
2)require thatspices be added to the foods that chefs create in order to give themenhancingproperties. (expample: if chefs want to make a food or drink with mind-enhancing properties, they must first acquire some muon gold to complete the recipe)...when the spice is added to the food, it's downer effects are taken away (so the results of eating foods stays like it is now)
this would also help the smuggler economy by requiring that chefs purchase or trade for spices. It would also trickle down to resource suppliers, since smugglers will have to begin making more differant types of spices and will need the appropiate resources (instead of everyone just making muon gold or neutron pixie )

That is a good suggestion, one which has been made before. However, the devs are unlikely to implement something like this because it would involve tinkering with two professions. The chefs are already pretty taxed when it comes to getting ingredients for their items, especially when it comes to finding a good BE and Tailor to provide them with nutrients and trim respectively.
Spices work nicely at the moment, but the problem is that only two spices (three if you count Booster Blue) have a market. The spice 'nerf', with downer recovery taking time to return to normal, also didn't help. What we need is for the other spices to become more useful.
