Now if check points were added to well travled areas, patrols were stepped up again, and fines were increased from chump change to some serious **edit** then we could be in buisness. Think about a fine that is around 25k, and if you can't pay it then you need to spend time in a detention center oreven possibly being banned from a city for a specific time period. Now with check points and increased patrols into cities and other populated areas I am pretty sure people would pay to hook up with a smuggler toevade the BS.
