1.) Simple and quick. Contraband should ONLY be allowed on Rebels vendors, in Rebel cities.-Because after all, it is contraband and the legal government would not allow it.If your a high ranking Imp, why would you be a smuggler? (Look at #3)
2.) At least once a month, all Rebel cities should be invaded by Imp Npc's-held for say 2 hours- and all contraband found on vendors will be destoryed.Leading to smaller inventories on vendors and more interaction for Smugglers with customersoverall.
3.) High ranking Imp smugglers have access to Faction items that only government troops would have.They then could decide to SMUGGLE and sell these items to Rebels, for a very LARGE markup of course.
4.) ALL drugs will be confiscated, and will result in fines for Imps and attack for Rebels.
Thats just a few thoughts, and I'm SURE that I will be roasted alive. Oh well.

It is unfortunate when people fail to acknowledge the factthat the Alliance is not just about overthrowing the government. They have a government based structure, and unltimately seek to replace the government. Because of this, they often adhered to the same types of rules and laws that generally dictate the actions of governments and their citizens.
Contraband is contraband, no matter who the ruling party is. The only acception to this would be Rebel equipment. Any faction equipment should have to be placed on faction vendors. Faction vendors should recieve some sort of flag when discovered that would cause Stormtroopers to patrol the area around the vendor.

I agree with this. To be honest, I think a better way to implement Rebel "controlled" planets would be to have Rebel NPC raiding parties hitting the cities on that planet on a regular basis, not having them actually patrolling the city as guards.

Any faction equipment should be tradeable by Smuggler's regardless of their faction, or that of the person they are trading with.

Drugs should be confiscated, fines should be applied to those carrying weapons, and resources and high level equipment should be taxed. Unfortunately, that's a HUGE step the devs are still hesitant about taking.

I wouldn't roast you alive for this, nor do I think anyone else would. Good intentions with it all, but I do think item #1 is a bit misguided.

Thank you Zane. Your point of #1 is dead on, and something I didnt consider. There has to be some sort of way that both parties feel like they have something special, Imp and Reb's, and then allow Smuggler's from both sides to smuggle.Government troops would have better equipment then the Rebels, maybe thats something.
I just hope that we don't see some sort of sloppy SOE revamp for the Smugglers, that will hurt us more than help. On that note, I'd REALLY like to know where SOE came up with people to work on Rage of the Wookies, but NOT our Smuggler revamp?

I agree with Zane on all points.
I also think that players should be allowed to have contraband on vendors WITH severe consequences if caught.

Confiscation? Hehe how about a player being able to '"rat out" a contaband vendor for a reward from the local police? ahh the posibilities
