I'm switching faction and i've got 8k rebel faction that I'd like to get money for...so insted of spending the time trying to find someone willing to buy it, the smuggler box of underworld 3 said that I could sell my fp to the oposite recruiter. Now when I go to the imp recruiter (I tried both combatant and on-leave) he wouldnt talk to me and he'd only call me a terrorist. am I doing this wrong or is it simply broken/never implimented?

I think you need to not have negative imp faction to talk to an imp recruiter, actually you need like +5 i think before he lets you buy.
