You need aWeapon, Droid, and General Item Crafting Tool and access to a crafting station of the same type. If you create the prototype while in close proximity to the crafting station, you will get an option to create a Manufacturing Schematic, which will be placed in your datapad. You can then use the schematic in your Equipment Factory to mass-produce the clamps.

Hope this helps.

No, Artisan is not necessary to make non-Artisan schematics.

When I was a Scout, I made schematics for camp kits and traps without needing Artisan. You just need the right tool and the right crafting station - it wouldn't be the first time I've heard someone having this problem only to find out they were using the wrong tool, the wrong station, or some other easily correctible error.

I have noticed many times, that you must stand actually 'inside' a crafting station in order to be 'close' enough to get the 'schematic' option. This is true in private houses more often than the public ones. Lag can effect this sometimes as well. Remember that the resource in the schematic is the exact one you have to use, so have enough for the final run you desire

Hope this helps
