to do it efficiently you will need to be a colonel in the rebel alliance. You will also have to go special forces to /delegatefaction.

anyone can sell the faction they have to other palyers. The higher your rank in the faction the cheaper that will be for you. only smugglers can buy faction points from recruiters.

Perhaps in a few test areas but definitely not like it is now. Most of those commercials of that era died around the time people went to see 'The Incredible Shrinking Woman'. (does that show my age? lol)
