im a master smuggler and im currenlty a rebel. How do i go about buying imperial FP?

You can't buy faction from the one opposite to the one you declared. So you can't buy Imperial faction if you are a Rebel.

so if im a rebel and i want to buy imperial i have to resign then talk to a imperial NPC?
