I've heard nothing official, but from what I've been led to believe, persuasion only affects the prices you get from Junk Dealers and lowers the cost of training from NPCs. Luck only affects the cash you loot, not actual items.

Again, that's just what I've heard, I'm not completely sure.

I heard persuasion allows you to speak to all NPCs, no matter your Faction affiliation. Lets you do quests and such from Rebels if you're Imp for example. I couldn't guarantee it, though.

Luck is reported to just increase the amount of cash you get from looting.
