1) yes
2) stand near a heavily trafficed recruiter with the Master Smuggler title on.
3) get the money first and watch out for gank squads. Make sure you set a minimum that is high enough that someone will have to pay you a lot of money to try and kill you just for kicks.

That's the best one I know of. Just don't hang out if there are dead STs around. Good chance there's a cloaker in the area.

Faction point selling is a bit crazy and you need to have a calculator in hand. Basically I have a 5M rebel to imperial deal. A clearcut 5M will set you up from rebel to full fledged colonel. This is already pre-calculated and saves a lot of headaches, otherwise, I do it piecemeal.
I sell faction to people I don't know. Friends, well friends will always want that super dooper deal, which sort of undercuts my business. In which case, I tell them to go to another smuggler. And if they can quote a better price, then go to that person. Most of the time, they're faction farmers.
It's a good business done right. And with good people, it goes well. If they're cheap. I end the deal, as it's not worth my time. I found that if I bend once or twice I get screwed over. The deal goes according to my rules.
1. Client gives me transaction fee.
2. Client gets mailed Waypoint of my Base.
3. Client must go SF to enter base, as the transaction will take place in the depths of the base.
4. Client pays on a per 1000 faction point basis. So at 110 CPU or 125 CPU that's 110K tip or 125K per. Short on cash, there's a bank inside the base.
5. No money. No deal. Don't wish to follow my rules. No deal.
I have my own personal base that I do business in. I meet in a public place to get my initial transaction fee, then mail the waypoint to my own base.
There, once in your own base, you can go S.F. and your client must too, in order to enter the base.
Gank squads are not normally able to storm a SF base by themselves, and if they did, you'd have plenty of notice, and can join in on the fun.
You're own base is awesome, as you have a bank, recruiter, and everything else in those depths, plus the addition to store random assorted loot down there. I keep it stocked with some food, drinks, and stims. Mind you these will disappear when the base gets blown up, but hey, extra storage is always welcome.
