i've looted 3 in afew weeksand this is severly ruining my Smuggler experience,

They can be looted from the dead bodies of Jedi characters, but only if they sent you some "nerf threat" before they got killed.

On a serious note... they drop almost every mission for novice bh / invest 1 missions. Find a lower level BH and they'll probably have a ton of them for you.
