A bit of a noob question here 
really want to be able to slice weapons, my alt is a WS but running low on skillpoints so Is there a big difference between slicing 4 and Master Smuggler ?

yes a helluva difference
I didn't think there would be but there is!
and if you are on Chimeara and need slicing tools come to rori and visit reliance on the mall is a vendor named YVH inc clamps (25) 6k and knives (25) 1k

For weapons your max slice is 35% at master and 30% at slicing iv, theres also a lower minimum slice I believe but I'm not 100% on those numbers.

Huge difference. Minimums are increased at master as well so the crappy slices are fewer.

read the stickies, but the range is basically bumped up 5% points across the board.

Got master last night. I was hesitant to do any serious slicing until I mastered since after I read about the master bonus.
After my smuggler friend trained me up, I bought myself a nice Genosian blaster to celebrate. Pulled out a WUK, clamp, and a knife... Took a deep breath... 29% speed slice!After cheering a bit, I pulled a 30% speed slice on my favorite VK.
I know a couple slices don't tell the whole tale, but I am glad I waited until I mastered to slice some of my good weapons and armor after reading about the Master bonus. Now I feel comfortable slicing for customers.

Lots of other people have already commented on this, but I'd like to add my personal experience. I did a lot of bulk slicing on my way to master and afterwards (pre-master for grinding and post-master for profit). I noticed a verified increase in slice quality between slicing 4 (for extra cash) and master smuggler (for serious cash). So, experience counts and who knows, maybe after the revamp that Underworld tree might become useful...

I have been very dissapointed with slices so far. I am a master smuggler and it seems that whenever I slice a weapon, the vast majority of the time I get between 13-18% increase. I don't understand why this would be since I am using 99% wuk's. Am I just THAT unlucky?

Maybe we're all wrong and it's backwards so that better quality tools make worse slices.
