Wow... been that way since JTL came out.I reported it in the JTL beta threads in fact.
I'm pretty sure you have to have positive fp to be able to buy fp. I remember trying to buy imp fp and told I couldn't. i was doing imp mission that didn't involve killing rebels to get back to positive imp fp, but then JTL came out and I forgotabout it.
Its always been that way, because I remember working on it before JTL. Just try and take some imp missions where you don't kill rebs.

Do you have any levels in Imperial Pilot? If so, then you're Imperial On Leave, likely. That's in addition to the fact you can't buy faction from Rebel NPCs if you have over 200 Imperial Faction, and vice-versa.
Okay I have gotten some things worked out on this thread....
I have found out you cant have a positve faction standing ith the opposite side of the faction you wish to buy from.
I went from pos 1k imp to -2.5k imp and up from -5k reb to -2.3 reb and was able to buy from either faction... once I gained a positive faction standing with the rebs I could no longerbuy faction from the imp recruiters...
