Because I was under that assumption, and I made Underworld 4 and went to my local recruiter and he said I had done enough for the cause when I tried to make a "donation" Whats going on?>

You probably have too much FP already. There's some goofy rule that you aren't allowed to have more than 500 FP from the faction you are trying to buy from.
That rule needs to be removed, or bumped up considerably..along with the only able to buy 125 at a time.
