First off, I'll speak honestly here. I had a smuggler character because I'm a weaponsmith, and I wanted to sell sliced weapons.
That died in a hurry, since it kind of sucks to get approximately half a run of, for example, T21's rendered virtually unsalable from speed slices.
I wasn't a "career" smuggler or anything, though. Apologies if this idea offends any of you who are, or....uh....something. 
Anyway! Here's the idea, it's real simple. Let the smuggler choose the attribute he wants the slice to affect, and have there be a good chance that it actually comes out on that attribute...say 80%. Alternatively, let him/herchoose the slice and havethe odds of the slice coming out the way you want it depend on the quality of the tools directly...so if you're able to get like 95% tools, 19 out of every 20 slices you make will come out the way you want.

Why cant we just pick? It's not like we dont "know" our way around the weapons...

Not a bad idea, but this has already been addressed. It is possible we may see this in the Smuggler revamp, although that wouldalso be a good way to make sure quality of the tools was important.

exactly right...in sony's worldwe're technically adept enough to disassemble a weapon, modify it, then reassemble it in working condition, but somehow we have no idea what we modified?...yeah, that makes sense....and don't say its a 'game balance' issue either, /rolleyes....
