Here ya go folks...I started with the speed mods at the master box for the ranged professions.
It reads like this:
1. Find your weapon speed skill mod in the first column
2. Look to the right. Your weapon's speed has to be < or = that number to fire all specials 1x per second.

This is a great post, but since I'm only an aspiring Pistoleer, my speed mod isn't even on there (42). Now I feel like a loser 
EDIT: After taking a closer look, I've realized that my mod shouldn't be on there because it is too slow to be able to use a special once per second. But I still feel like a loser

Pretty cool. I have 93 pistol speed and I get so mad when I slice for speed on my own guns.
