To sell faction, do I always need to be special forces, or do I switch back to combatant after a certain time?

To delegate you need to be a member of the special forces.

"When Sony and Lucas set out, we said, How can we do this and not make another EQ? We didn't want it to be all about Luke, or combat, or lock our players into a class. So we created a system that would allow players to switch professions during the game, and there would be a lot of gameplay around making that change. If you want to go from architect to scout we've created a system to make that happen."

And is this a permanent thing, or can I somehow switch back to combatant?

you only have to be SF to use the .del command.

you can be combatant to buy all the faction you want (talking to the recruiter)

then you meet by a recruiter and go SF and /del the faction points

then right away you can switch back to combatant (well.. start the 5mins timer)
