Does an armor slice, specifically hardening, always give an increase in armor mitigation of the piece?
My padded armor is sliced(pre pub 20), and has mitigation base of -42.3%, so wheni equip it, i get -2.3% mitigation on all the sliced pieces. My other question is , once equipped, do i get -2.3% reduction in rate of fire, movement, etc. , or do they stack? Like 7 pieces X 2.3= -16.1% reductions?

No. Slices before Pub 20 raised the protection. Hindrance is directly tied to protection. If you slice a piece of armor so that it exceeds the crafted cap (which you could do back then), you add hindrances that the master box won't mitigate.
This doesn't happen now because there is no slice that affects the protection numbers of the armor.
Hindrances do not stack. You get the hindrance from the piece of armor that has the highest hindrance.
