First the interface that a smuggler would see:
1) Smuggler walks up to a spynet operative and gets an additional option on the radial menu, "Bribe"
2) Smuggler chooses this and is presented with a field in which he can type a first name. If the Jedi does not currently have enough visibility to be on the terminals or someone has already paid to have that Jedi handled differently, then the smuggler recieves an error message stating this and the window is closed.
3) After this the smuggler is presented with 4 options, and he must choose one. These options are, +20%, +10%, -10%, and-20%.
4) He chooses one, and is presented with a price which he either accepts or declines.
The way it would work:
Whatever number the smuggler chooses is thrown into the formula currently used to determine the probability that a particular Jedi mission is displayed on the BH terminal.
Example:
Let's say there are currently 10 Jedi on the terminals with the same visibility. Since computers don't operate with random choices, I imagine that some formula assigns a percent chance to each Jedi. In this case each Jedi would have a 10% chance of having his mission displayed each time a mission is displayed. If a smuggler altered this, it would then range from 8-12% depending on which option the smuggler chose.
Good things about this: It would require relatively little programming. They would have to program in a new option for smugglers to operate with on Spynet Operatives, and then add a variable to their Jedi mission formula. This would also add content to the Smuggler class that has to do with things that are popular in-game without allowing griefing of a particular Jedi (missions are still chosen at random). This would also provide a money sink as the Spynet would take the cash from the smuggler.
Bad things about this: It would be difficult to tell how effective the smuggler was in the bribe. Some Jedi would be killed right after havingthe smuggler bribe the contact and feel like it did nothing for them, while others would get lucky and not be killed when someone was having a spynet operative bribed to give them up.
