Current bug? I'd say yes.

Currently buggy. Probably because the devs didn't think far enough ahead to make it possible for anyone not using an attack which could trigger a critical strike to get a critical strike.
Thusly, all non-sliced weapons have 0% chance of getting a critical, and weapons sliced for a critical chance, do occassionally get +Critical+ to show above the target, since its not actually an attack ment to trigger a critical strike, it doesn't actually factor in an increased damage.
Therefore, its actually only increasing the chance for a critical hit to land when used in conjunction with a critical strike skill, currently. Making it usefull only to people who have said skill, which is only the Bounty Hunter profession, that I know of.
The critical chance slice is a good idea, but due to a lack of foresight, it comes out poorly implimented.
This is all supposition, however. The devs could have thought ahead and done things right. Now, if you'll excuse me, I have to laugh my ass off at that previous sentence.
IMO:
1) Bugged, should produce desired effect but either appears not to, or is currently not operating at all. Likely on "the list" to be fixed.
2) Relatively useless by design. Unless the weapon you are slicing is Damage and speed caped (an increasingly rare occurance, as more and more people recognize the importance of capped SAC), Crit slices represent the slimest of improvements when examining the average across a large sample of shots. Speed appears most important, up until a point where it exceeds the refresh of even your fastest specials. Damage has issues when applied to heavily enhanced weapons, but represents the most visible change in damage over time, and therefore appears most attractive to the casual customer. Crit can only improve 10% of shots by 20%, in truth a mere 2% increase of damage over multiple shots.

Makes sense as my *critical* hits didn't seem to hit for double damage or is it 1.5x dam, cause that's what critical shot seems to do...
When can we CON creatures/NPC's again to know if they're weaker to Kin/Energy etc.?
