If you are a BH the best place to loot them is from npc bounty missions.

If you're not a BH the best place might be in Kaadara next to the BH terminals

These are getting common enough that you might be able to find a BH who will give them to you for free.

Nightsisters seem to drop those and mandalorian infraframes every now and then, but nothing like that BH's get.

Make friends with a MBH and get them off his. I have two in my guild who I have sliced up all their guns for and they keep me in god comps for free. Their elite marks seem to drop a smuggler comp almost every time.

The bst place is doing a vendor search on the bazaar to find them ranging from 10k-2 million credits. You may even get lucky and find one for 5k on a vendor somewhere. If you are a non-BH, DO A VENDOR SEARCH!!
