I've recently got JTL and decided I wanna fly X-wings, but a s an Imp I need to swap factions.

Curently I'm in -5000 Rebel so clearly need to make up 5200 Rebel fp.

I'm not a smuggler, but know you can sell fp and stuff.

As a non-smuggler can I buy Rebel FP off someone to save me having to do a million Rebel missions?

So I have to make 2,000 barrels to get to the next level, whats that get me? Oh the ability to make 4,000 slightly different barrels! I really pay for this each month? They must have seen me coming...

You sure can. If you ask on your galaxy or galaxy trade forum im sure you would get a master smuggler willing to sell you the faction you need. Or just try yelling for it in Theed or Coronet.
