I just got Smuggler -/-/-/2 yesterday and had noticed that while Concussion shot worked reliably, restraining shot was very inconsistent. Does improved restraining shot snare/slow the target with any consistency, or is this one of the "pending fixes" for Smuggler?
My final template is MBH, MCommando, Smuggler 1/-/-/3, but if I need improved Restraining Shot to consistently slow the target then I may have to change my plans.
