i was thinking that a smuggler should maybe be able to stuff a person into his backpack and then smuggle him pass the enemy 
but since backpacks can only hold 50 items i was thinking that maybe enable the smuggler to make overt folks pseudo-covert so that when they really need to, they my pass by the enemy without incident. its kinda like disguise only it doesnt last very long. i was thinking a duration no longer than mask scent of a 2/x/x/x scout.
